Separation is Key

Even back in 1748 Montesquieu believed in separation of powers in the government. The people who are in executive power carry out the laws of the state, while the legislative power create the laws. The judges put the laws to use while applying them to separate cases. This oversimplified system turns into checks and balances in our modern society.
What I am proposing is that in the life of a student, there is a two branch system with a separation of powers. There is a school branch where they learn necessary thing to achieve in life after university, and a home branch dedicated to entertainment and leisure. Since many students need time to absorb what they have learned they will have a two hour study hall to review for a quiz or test. To ensure that students are using that time wisely they will be graded on their achievements in the study hall. The tests and quizzes rank the students in their class, and they will get a certificate for a certain bracket to get into university.
